Brisbane South PHN is one of 31 regional PHNs established nationally to deliver an efficient and effective primary healthcare system for Australians. Primarily funded by the Australian Government, Brisbane South PHN is an independent, not-for-profit company limited by guarantee. We are registered as a charity with the Australian Charities and Not-for-profits Commission.

Our Board

Brisbane South PHN is governed by a Board of Directors comprised of experienced health professionals and accomplished business experts who have a wealth of experience working in our region.

Our advisory councils

Brisbane South PHN has 2 advisory councils that provide expert insights and advice to the Board and executive leadership team to support decision-making on the unique needs of our communities.

Clinical Advisory Council

The Clinical Advisory Council provides advice and feedback on:

  • local clinical issues and identified health care priorities  
  • strategic, cost-effective investment and innovation to improve the local health care system and facilitate effective, integrated primary health care provision 
  • opportunities to improve the quality of primary health care services, including clinical care pathways 
  • efficient use of existing health resources to improve health outcomes - including pathways between hospital and general practice, and opportunities to reduce avoidable hospital attendance 
  • local population health planning processes. 

Council membership is made up of health professionals including general practitioners, nurses, allied health professionals, community and Aboriginal health workers, medical specialists and hospital representatives.

Community Advisory Council

The Community Advisory Council provides advice and feedback on:

  • regional health care priorities from a community perspective  
  • health literacy and increased consumer participation in health, maintaining a focus on the needs of at-risk populations and their access to health care 
  • opportunities to improve the quality of primary health care services, including care pathways 
  • strategies to assist with reduction of avoidable hospital admissions or emergency department presentations 
  • local population health planning processes. 

The Community Council reflects the diversity of our regional population, with members representing a broad spectrum of our community.

Chief Executive Officer

Mike is an experienced CEO and senior healthcare executive officer with experience in working for not-for-profit, publicly listed and private companies in Australia and the United Kingdom.

Over a 30-year career, Mike has overseen the delivery of aged care services, community mental health services, children and family support services, homelessness outreach initiatives, carer support programs and community health education schemes.

Mike has an Honours Degree in Business and a Master of Public Health from the University of Queensland.

Julie Couper

Deputy CEO, General Manager | Corporate Services

Julie is an experienced executive with a focus on ensuring organisations are well positioned to maximise positive outcomes for the people they serve. Julie’s experience has been gained in not-for-profit, publicly listed and private organisations. She’s held executive and senior roles leading teams in corporate services, governance, service delivery and commissioning functions across the health, community, social services and financial services sectors. Julie has also held non-executive director roles in the education sector.

Julie holds postgraduate management qualifications and is a graduate of the Australian Institute of Company Directors.

General Manager | Primary Health

Katelin is passionate about translating science into change, especially to improve health equity.

Katelin has held leadership positions in the Queensland BBV/STI sector for the past 7 years, including most recently as CEO of Hepatitis Queensland.

Katelin holds a Bachelor of Science, a Master of Business Administration and a PhD in medical research from the University of Queensland where she also contributes as a member of their UQ ChangeMakers alumni advisory board.

Courtney Milham

Courtney Milham
General Manager | Mental Health, Suicide Prevention, Alcohol and Other Drugs programs

Courtney has a wealth of experience in the mental health space, with 8 years at Accoras, where she held the pivotal role of General Manager, Community Services.

She has expertise in providing exceptional operational management to programs dedicated to supporting the mental health and wellbeing of children, young people, adults and families across South-East Queensland.

With a Bachelor of Human Services in Child Protection, Courtney has played an instrumental role in fostering substantial growth and achieving incredible outcomes for the community.

Matt Statham

Matt Statham
General Manager | Child and Youth, Family Support, Older Persons and Cultural Diversity programs

Matt has 20 years of experience working with marginalised children, families and communities as well as tertiary qualifications in psychology.

Matt has worked with communities and partners to affect health system change in maternity, child development, homelessness, child protection, and the domestic and family violence system with recent senior leadership roles in place-based initiatives in Woorabinda, Logan and Southern Moreton Bay Islands.

He has supported culturally diverse communities to develop community-controlled organisations and effectively address emerging social and health challenges.

Laura Casey

General Manager | System Integration and Coordination

Laura has been working in the Brisbane South PHN region for more than 10 years, experienced in leading various primary healthcare programs and commissioned services during this time. Laura has an interest in preventive health, integrated care, and working collaboratively with partners to problem solve and drive innovative solutions.

Laura has managed Brisbane South PHN’s Older Persons Portfolio, working with system partners and key stakeholders to improve health and wellbeing outcomes for older people in the region.

Laura is studying a Master of Business Administration and holds a Bachelor of Health Science (Nutrition).

Operations and health planning

Our corporate services teams deliver enterprise-wide activities that enhance organisational insights, performance and sustainability across:

  • finance, business systems, data and technology, quality and risk, human resources, contracts and procurement 
  • population health planning, monitoring, reporting, evaluation, digital and data analytics, and health intelligence.

Key achievements

  • Refreshed the Brisbane South PHN Capability Framework, outlining the key skills, knowledge and behaviours required of our people to perform their role and support delivery on our strategy
  • Achieved another successful quality management assurance (ISO 9001) review
  • Launched a revised Cyber Security Strategy and Action Plan in readiness for information security management systems (ISO 27001) certification next year
  • Implemented fraud mitigation technology that has reduced risk and supports our financial payment processes
  • Participated in the development of the Queensland PHNs and Queensland Health joint regional data strategy to provide timely access to data to support regional health planning
  • Developed the Joint Regional Needs Assessment with Metro South Health through extensive engagement with clinicians, service providers and consumers, including almost 1000 responses to a community survey and 30 focus groups to gain views of some priority population groups in the region
  • Continued to expand Primary Sense – a population health management, clinical support and data extraction tool
  • Provided access to online reporting dashboards for 20 commissioned service providers to support mental health and urgent care clinic consumers and help track performance
